The World Federation of Neurology declared July 22 as the World Brain Day for 2026.
Sedona, AZ — Last week, there was news that Chinese startup Moonshot AI had released a major new open model, Kimi K3. There was a lot of discussion about China overtaking the United States in the AI race, even though Anthropic’s Claude Mythos and OpenAI’s GPT 5.6 are said to be the fiercest closed models on Earth.
There seems to be a growing Chinese scare of sorts in the United States, similar to the Red Scare, in terms of AI, since the technology is poised to become immensely capable. It is important to lead in AI, ensuring that society gets the most out of it while remaining safe against some of its risks.

The objective already intersects with capitalism, such that the public markets are receptive to anything AI. So, even without any alarm, there is no slowdown among the major AI labs in their pursuit of breakthroughs in artificial intelligence.
AI is the most heavily funded innovation in such a short span of time, and it continues to grow. One thing, though, is that while many agree that the free world should have the most powerful AI, the winner of the AI race would not be a country. The winner of the AI race will be AI.
How so? Assuming AI is liked some prized organism that [say] provides a major solution and is coveted by nations around the world, nations would create a sanctuary for it or, say, a greenhouse. While those nations would benefit, ultimately, because the effort is directed toward another organism, that organism wins because it possesses intelligence.
This means that anything done for something that possesses intelligence is primarily for that thing, even if it benefits the larger group or its hosts. The same applies to humans, where schooling, work experience, and so forth primarily benefit the individual.
Whatever possesses intelligence is the first recipient of whatever is done for it. So, the assumption that AI will completely serve Chinese interests or U.S. interests is a combination of incurable delusion and hallucination.
This means that while the race for AI would plow on, the United States can also begin a major project focused on boosting human intelligence. This means answering major questions such as: What is human intelligence in the brain? What are its types? How does it work in the brain? How does it solve problems? How does it learn and recall?
The answers could help structure future learning and innovation modeling, enabling the United States to continue leading in consequential areas.
This means the necessity to make it possible to establish the first human intelligence research lab on earth, as a project worthy of the importance given to AI and quantum computing.
This would cost less than the investment in AI and quantum computing but could become decisive in setting the stage for how human intelligence will compete alongside artificial intelligence.
Human intelligence is conceptually described here as the use of memory for desired, expected, or advantageous outcomes. This means that whenever memory is used effectively to achieve certain outcomes, that is intelligence.
There are two major types of intelligence: operational [or routine] intelligence and improvement [or advancement] intelligence. Both have mild and complex ranges.
The specific components of intelligence in the brain are, conceptually, electrical and chemical signals. Their interactions and attributes generate intelligence.
With the postulation that electrical and chemical signals are the configurators of human intelligence — where their interactions produce memory that is used through relaying attribute — it is possible to explain what human intelligence is and how it works.
Operational intelligence results from the basic or general state of interactions and attributes, where nothing exists outside the routine. Improvement intelligence encompasses problem-solving, creativity, innovation, advancement, and so forth. Improvement intelligence uses attributes with certain aberrations in some instances. Human intelligence research lab
This would primarily be a conceptual brain science lab to postulate what human intelligence is in the brain, explain how it works, and afterwards explore how that understanding can improve learning methods and much else. Intelligence can be said to be the third division of neuroscience after neurology and psychiatry. Intelligence innovation also aligns with electrochemical psychiatry. And what would make the World Brain Day, for this year have a lasting brain health impact is to have the human intelligence research lab.
This lab could be set up and ready by July 31, 2026, advancing alongside the acceleration of artificial intelligence and quantum computing.
