    logo_ycsoClarkdale AZ (February 13, 2019) – Yavapai Silent Witness’ 2019 Catch 22 campaign which began February 1, 2019 is underway. Every day through February 22, 2019, the Sheriff’s Office will share information about a wanted fugitive from the program. A direct tip to Silent Witness resulting in the arrest of the fugitive within 90 days of the announcement will result in a $500 cash reward.

    NAME: Wesley Dean Stewart. 36
    Charges:
    Burglary, Aggravated Robbery, Aggravated Assault, Felony Flight      from Law Enforcement and Theft.
    Description:  DOB 01/08/1983 (36), 6 feet 2 inches tall with brown hair and green eyes, with extensive tattoos of skull images on left arm.

    20190213_StewartWesleyDeanToday, the Clarkdale Police Department is requesting the public’s help in locating Wesley Dean Stewart.  Stewart is wanted for Burglary, Aggravated Robbery, Aggravated Assault, Felony Flight from Law Enforcement and Theft.  Stewart’s last known address was in Deming, New Mexico.

    If you have any information that leads to the arrest of #13 of “CATCH 22”, you could be eligible for a reward of $500.00 cash.  To earn the reward, you must call Yavapai Silent Witness at 1-800-932-3232 with your information within 90 days of this broadcast.  Remember, you never have to provide your name.  All calls are anonymous.

    Analyzing City’s Legal Right to
    Ban OHVs on Public Roads

    Mea Culpa! Mea Culpa! Mea Maxima Culpa! I screwed up. Blew it. Totally made a fool of myself. Missed the boat. I am talking about my editorial on the OHV fight, No Legal Traction on OHVs. I assumed that it was ADOT that would make a decision on whether the city could legally ban off road vehicles from our public roads like S.R. 89A and S.R. 179. Man was I off. ADOT has nothing to do with allowing or disallowing the city to do so. ADOT’s response to me when I asked them to clarify their position, was curt and to the point. “ADOT designs, builds and maintains the state highway system,” I was told. “It is not our place to offer an opinion on how state law might apply in this matter.” It was a totally “duh” moment for me when I realized that that the decision or judgement on the OHV ordinance, would involve the state and not ADOT. Chagrinned I stand. The crux of the matter then is whether the city can effectively use a number of standing state laws that can be interpreted to determine whether the city can legally ban the vehicles or not.
