SEDONA, Ariz. – The city of Sedona promoted Roxanne Holland as Public Works Director/City Engineer, effective yesterday, July 1, 2026 following the retirement of the previous Public Works Director/City Engineer Kurt Harris.
Holland has served the city for nearly 14 years, most recently as the Wastewater Director for seven years, in progressively responsible engineering and leadership roles. A registered Professional Civil Engineer in Arizona, she holds a Bachelor of Science in Civil Engineering from Northern Arizona University.
Throughout her career with the city, Holland has successfully managed numerous major capital improvement projects, including wastewater treatment plant improvements, major sewer rehabilitation projects and the Soldiers Wash stormwater improvement projects. Her experience also includes capital planning, regulatory compliance, budgeting, construction management and long-range infrastructure planning. As a member of the Public Works leadership team, she has helped guide departmental initiatives while fostering collaboration across city departments.
Holland will lead a unified Public Works Department that now includes the Wastewater Department rather than it being a standalone department. The organizational structure strengthens coordination across essential public infrastructure and utility services while maintaining the high level of service residents and visitors have come to expect.
In preparation for this transition, for the last couple months, Holland has served as Co-Director of the unified Public Works Department alongside Harris. During this transition period, she has worked closely with Harris to ensure continuity of operations while helping with the integration of the public works and wastewater functions.
“Roxanne has demonstrated exceptional leadership, technical expertise and a deep commitment to serving the Sedona community. She has earned the respect of her colleagues through nearly 14 years of dedicated service, and we are confident she is the right person to lead the department into its next chapter,” said Deputy City Manager Andy Dickey.
“I’ve had the opportunity to work closely with Roxanne for many years and have every confidence in her ability to lead the department. Her technical expertise, leadership and commitment to public service make her exceptionally well qualified for this role, and I know the city will continue to be well served under her leadership,” said Harris.
