SEDONA, Ariz. – The city of Sedona welcomes Jordan Corneliusen, Certified Public Accountant (CPA), of Fargo, N.D. as the new Director of Financial Services, replacing Barbara Whitehorn, who was promoted to Deputy City Manager in August 2025.

Corneliusen will bring valuable and directly related experience to her new role with the city of Sedona. Corneliusen has spent her public service career with the city of Fargo where she served as accounting supervisor and senior accountant before she was promoted to finance manager in May 2022.

Corneliusen is a licensed CPA with both a bachelor’s and a master’s degree in accountancy from North Dakota State University and Colorado State University, respectively. She has experience in municipal budgeting, long-range forecasting and fiscal sustainability, as well as leading core municipal finance operations including accounting, payroll, financial reporting, cash flow management and providing departments with strategic guidance to inform operational and policy decisions. In her role with Fargo, Corneliusen led that city’s conversion to a new Enterprise Resource Planning (ERP) software system with Tyler Technologies. Sedona is currently working on implementing Tyler Technologies’ ERP system, and her experience will be invaluable to the team. She is known for building strong cross-departmental relationships and translating complex financial information into clear, actionable insights for decision-makers.

“I’m incredibly excited to join the city of Sedona and become part of such an engaged community. I’m passionate about helping organizations use financial strategy as a tool to support great decision making, and I’m looking forward to working with the team to continue delivering strong, sustainable outcomes for Sedona,” said Corneliusen.

“Jordan is a strong addition to our team and brings valuable expertise to the city. I look forward to working with her,” said City Manager Anette Spickard.

Corneliusen’s first day with the city will be May 26, 2026.
