“The Sheriff’s Office and its law enforcement partners are very grateful to the Yavapai County community for the abundance of cooperation evident in following Governor Ducey’s Executive Orders to help prevent the spread of the COVID-19 virus. The goal of law enforcement agencies across the county is to inform and educate persons who may inadvertently be in violation the orders. With the Easter weekend coming, it is more important than ever to maintain the restrictions placed on gatherings and non-essential businesses.” Sheriff Mascher.
Prescott AZ (April 10, 2020) – Just a reminder, and only as a last resort, law enforcement officers may enforce the Governor’s Order under ARS 26-317.
Portions from the orders related to these issues are as follows.
• Guidance from the Centers for Disease Control and Prevention and Arizona Department of Health Services included the canceling or postponing gatherings of 10 or more people, recommending telework and other alternatives, restricting access to nursing homes, retirement homes and long-term care facilities.
• Required restaurants in Arizona counties with confirmed COVID-19 cases to provide dine-out options only and required all bars, gyms and movie theaters in those counties to close.
• The “Stay home, Stay healthy, Stay connected” policy was instituted March 31, 2020, to promote physical distancing and requires individuals within the State of Arizona to limit their time away from their place of residence, except:
- To conduct or participate in Essential Activities
- For employment, to volunteer or participate in Essential Functions
- To utilize any services or products provided by Essential Businesses
• Definitions regarding Essential Activities, Functions and Businesses may be found on the Governor’s website – https://azgovernor.gov/executive-orders - Employment, if as a sole proprietor or family owned business, work is conducted in a separate office space from your home and the business is not open to serve the public.
- No person shall be required to provide documentation or proof of their activities to justify their activities under this order.
An updated executive order from the Governor’s Office was published April 3, 2020 –
The following services shall cease operations no later than 5 p.m. on April 4, 2020, as these services cannot comply with the guidelines required in paragraph 11 of Executive Order 2020-18, directing Arizonans to Stay Home, Stay Healthy, and Stay Connected.
- Barbers
- Cosmetology, Hairstyling, Nail Salons and Aesthetic Salons
- Tanning salons
- Tattoo parlors
- Spas
- Massage therapist services
In addition, the following services shall also cease operations by 5 p.m. Saturday, April 4:
- Amenities at public parks that do not allow for recommended physical distancing or proper hygiene such as basketball courts, splash pads, playgrounds and public restrooms but public parks shall remain open to the greatest extent possible.
- Communal pools such as those at hotels, condominiums, apartment complexes and parks, however, these should still be maintained under environmental and public health rules and guidelines.
- Swap meets
The Governor’s Office also provided guidance related to the following services, which are considered essential and may continue operations:
- Personal hygiene services including in-home services such as assistance with bathing and cleaning for vulnerable adults and those who are disabled.
- Daycare centers providing care for individuals with children serving in any essential services category.
- Hotels and motels, to the extent used for lodging, including RV Parks, and hotel and motel restaurants providing delivery or carryout food services.
- Respite and palliative care.
